You are attracted to what you are attracted to. There is no one definitive answer to what makes someone attracted to another person. It is different for everyone. But, what we do know, is that you are attracted to what you are attracted to. So, if you want to be attracted to someone, start by being attracted to them. Find something about them that makes you want to be around them. It could be their smile, their sense of humor, their intelligence, or anything else that you find appealing. Once you find that, the rest will be easy.
